Willow Grange Site Information
& Resident Updates
A message to local residents
This page has been set up to provide local residents with clear, up-to-date information about the Willow Grange site and to explain how we will keep the community informed.
We understand that activity at an unoccupied site can lead to uncertainty. This page is intended to clarify who we are, what activity is currently taking place, what is not planned, and how we will communicate with residents as matters progress.
This page will be updated whenever new information becomes available.
Who we are
Willow Grange is owned by Public Housing Ltd.
Willow Grange is a project supported and managed by Connect Lettings & Management Ltd and Zenith Ltd, combining specialist expertise in housing management and development.
Public Housing has been established as the long-term owner of Willow Grange. We are not short-term developers; we are committed to the site and the community for the long term. We believe in working collaboratively, engaging openly, and building positive relationships with our neighbours as part of this commitment
Where life comes together - that’s what Connect Property has always been about. Since 1999, we’ve been on a mission to deliver housing people are proud to call home.
From our roots in the private sector to expanding into social housing with local authorities across London, we’ve stayed true to the same principles: complete care, complete standards, complete clarity, and complete progression. In practice, that means sticking to our word, never compromising on quality, and working side‑by‑side with partners, landlords, and communities to make lasting change.
About Connect Property Management
We provide full‑circle property management. From lettings and compliance to maintenance and tenant care. All under one roof. By connecting every step of the housing journey, we make the process clear and seamless for our partners, while giving tenants secure homes they can rely on.
To us, housing isn’t just business. It’s about dignity, trust, and progress. That’s why every project and every partnership get our full attention, start to finish. Because when we keep housing strong, fair, and future‑ready, communities thrive.

About Zenith Land
Planning status
A legal agreement known as a Section 106 agreement is currently being finalised between ourselves and the Council. This agreement secures the planning conditions, obligations, and contributions associated with the proposal.
A formal planning decision will be issued only once the Section 106 agreement has been completed and formally executed.
Until a decision notice is issued, no development or construction works will take place.
Updates on the planning status will be published on this page.
What is currently happening on site
We are aware of concerns that development works may have begun before a planning decision has been issued, and we would like to be completely clear.
No development or construction works are taking place. No activities requiring planning permission are being carried out.
The only works currently underway relate to temporary site security and safety. These measures include securing the site and building perimeter, internal clearance and removal of redundant materials, the removal of exposed scrap metal and fixtures, and making the building safe and less attractive to unauthorised access or squatting.
These precautionary measures are being undertaken to reduce the risk of squatting, vandalism, theft, fire risk, and anti-social behaviour, particularly over the Christmas period.
What is not happening
No construction works are underway. There are no structural alterations, no external changes, and no development-related works taking place. No works requiring planning permission will commence until a formal planning decision notice has been issued.
Once the site has been secured, all activity will cease until the planning process has concluded.
How we will communicate with residents

In addition, we will be inviting residents to a face-to-face meeting, providing an opportunity to meet with us directly and ask any questions that may not have been addressed here.
